Unfortunately, at the moment, the only way to downgrade is to delete your albums, cancel your account, and then create a new account with a lower plan using a different email address. Keep in mind that opting for the Starter plan instead of Pro Plan or a Label plan means losing features like choosing a label name, setting release dates and other great features.
